William "Billy" Petro

Oil Slick

Billy is able to produce oil as if he was an untapped reservoir of crude miles beneath the ocean floor.

Billy was found washed on shore by Jim and Jenna Petro in May of 2010. What they first thought to be a manatee was actually crude oil that had come together and taken shape as a living, breathing blob of oil who was fairly proficient in math and science.
